This despatch has been registered on a

General file because parts of the Ordinance are

designed to give fuller effect to the International

Labour Conventions concerning the employment of women

and children. The greater part of the Ordinance,

however, deals with the inspection etc. of factories,

and as such legislation is usually registered

geographically, a copy of the despatch and enclosures

should (after action) be registered for record on a Hong Kong file.
